As you can see from my avatar, it is not taking up the entire frame. How can I do this so it fills the entire frame? Thanks.

It just needs to be a square image to start with.

Now that I downloaded a square image and I right clicked my avatar and got the information, how do I change it from 80X80 to 175X175?

The 175 res is only for your profile page.
