Would an amplifier be needed if I were to power floorstanders?

I know they take more power to drive and use than bookshelves, so would an amplifier more or less be required to drive floorstanders to ensure they aren't being underpowered (which I heard can cause damage to the speaker's tweeters and circuitry)?

If so, what's a good budget one (new or used)?

What speakers are you looking at and what Receiver or AVR are you using or going to buy? How big is the room?

Odds are you would be fine driving floor standers with an AVR.

Floorstanding speakers aren't any big thing to power. A watt or two to make sound and maybe five or ten watts to make it all happen. So no, you don't need a separate Amp to drive your floor standing speakers and an AVR will do you fine.

For the target floor-standing loudspeakers you are thinking about..
Check out their specs for impedance and sensitivity, if 4 Ohms and < 87dB you will need a reasonable amount of power output. Also before purchasing you better go listen as each brand/model of loudspeakers can sound differently...

all other things being equal (which they never are), generally speaking, the smaller the cabinet, the harder the speaker is to drive...

Beyond cabinet size..
Enclosure type be it sealed or ported..
Makes a big difference, for the amount of power required for a reasonable SPL....

The speakers I had in mind were the Paradigm Studio 60v5s or the Focal Chorus 816Vs, paired with either an actual surround speaker in either series, or their respective bookshelves from their corresponding series. Oh, and their respective center channel as well, BUT no subwoofer as of yet

I already have a receiver I bought last week, but can return it within maybe like 8 days from today. It's the HK AVR 1650. It's 95 watts per channel; 5.1.
