Certain cell phones have a WiFi hotspot feature, where they can act as a wireless router to allow other WiFi devices to use their cellular connection to the internet.

The big problem is going to be the speed of the network, and data caps. If you have a LTE phone with good LTE service in your home you might be able to do this and get a decent picture. That is where the bigger issue comes into play though. You most likely have a data cap for how much data your phone can use in a month, and streaming movies to your TV is going to take up a huge amount of data. You will likely go over your cap and cause huge overage charges on your cell phone bill, or if you have an older unlimited plan you will probably end up getting the speed throttled down to near dial up speeds.
If you really want to stream Netflix, BLockbuster, etc you most likely are much better off keeping your home internet service.
