Is there a forum or somewhere that discusses the difference between Rental Blurays and Retail? Features / missing audio etc?

Not that I know of, but you can start one. There are a few movies that are different, but so far is mainly the HD audio is removed. Other than that not much.

Hunger Games doesn't have an HD sound track for rentals.

It may need to be more specific than simply "rental" as each rental company may have a different version, or a different version at different points in time. On the Netflix disc rental discussion thread it's been discussed recently. Extras are not accessible in some cases, in some cases BluRays only have 5.1 instead of 7.1 soundtracks (but not all). http://www.avsforum.com/t/969946/netflix-bd-disc-rental-discussion-thread/8130
