TV display problem. Any ideas?

Anyone with technical knowledge have any ideas what is wrong with this tv. It's the Sony Kdl46z4100s. I bought it on Aug 31 2012 and it has been doing this off and on since I brought it home. Have done a master reset and tried it at two different houses since originally someone told me it might be the power outlet. It does it on any input and with or without a surge protector.

I have seen lots of bad LCD panels from Sony. This problem could be a T-CON but most likely is a bad LCD screen (LCD Panel).
Return it if you can. The repair will cost as much or more than to replace it with a new set.

It was manufactured in 2008 but i just bought it so its still under manufacturers warranty. Any idea if sony will have the parts still to fix it or if they would just replace it?

If purchased Aug 31 2012 it should be well within the retailer's return period and since it's defective not subject to any restocking fees. If this is the case a return to the retailer would be your best option.

Clearance tvs are not returnable and with the deal i got on it it would be stupid not to try to get sony to fix or replace it. Im just wondering what they normally do.

I have a quick but slightly off-topic question. If a TV is showing a picture problem and that problem shows up in not just the source material but also the TV menu, what does that mean vs. it not showing up on the TV menu?

If the problem does not show in the menu, then the problem is with the source video.
If the problem does show in the menu (OSD Affected), then the problem could be anywhere such as: Main Board, LVDS Cable, T-CON, Panel (Screen).
This is the first and very general step in troubleshooting video problems.

I only mentioned LCD parts because of this being an LCD Forum. For Plasma, add: Control/Logic Board, Y-SUS, Z-SUS, Driver and Address Boards.

What they normally do is repair or replace the tv depending largely on availability of parts and cost to repair vs replace. You'll need a receipt from the retailer and you'll have to be the original purchaser. The fact that the retailer won't accept returns raises a red flag. I think it's highly unlikely that any retailer would still have brand new 4 year old tvs in stock in the first place.

I should clarify, I was asking about LG CCFL-LCD TVs. Also, when I say source material I mean the issue occurs across all source devices and inputs on the TV. The OSD is also affected in my case (see related thread "What's wrong with my LG LCD?").
