Can Direct TV HD DVR HR21 be used as standalone OTA tuner? No.

I need to purchase four OTA tuners to run to four projectors. I saw this Direct TV HD DVR HR21 700R
on ebay for $100.00. Could someone tell me if I purchase them will I be able to use them as stand alone OTA boxes without being a Driect Tv Subscriber. Also, I used to be a Dish Network customer and still have a few vip 211 boxes left and wondered if I could use them as well without currently subscribing. If neither will work, can someone recommend an inexpensive HD model since I need to purchase four of them. By the way, this is the first time I have ever wrote anything in a forum, so don't hate if I have violated some type of forum policy. Thanks, all.

The boxes (1) don't have OTA tuner capability, and (2) in any case can't be used except except with an active DirecTV account.
