Receivers don't have anywhere near the memory or processing power of a typical Android device. iPhone and top android phones, such as the Galaxy S3 are $600 - $900 to purchase outright without the subsidies from the cell phone contract. I don't think anyone would want to add that to the cost of a receivers. Of course not all of that cost is just the main processor / memory. Not to mention you would be turning a fairly reliable device into a fully featured computer.
I wouldn't want malware on my receiver. Also, for $99 you can add an AppleTV to any receiver and get some of the best UI / streaming software around. I imagine it's only a matter of time before it runs apps as well. I think some have hacked their to run apps already.
