I ran Halo Waypoint to watch the fourth episode of "Forward Unto Dawn" (which rocked BTW) and a pop-up dialog appears which tells me that my Kinect sensor is off and gives me a choice of pressing A to go back to the dashboard or pressing B to go back (to the dashboard 
). There is no apparent way to say, "Yeah, I know that my Kinect is off, but I don't want to use it". I doubt that this was by design
