What do u call this problem & how can i fix it? (XBR960)

The picture has some "snow" to it. if u look closely at the screen u can see color particles moving around like in a snow channel. This problem isnt visible on my SD CRT and I get eyestrain from the XBR that i dont get on the sd crt and i think it may be related to this problem. is there any way to fix this via the user menu or the service menu?
