Almost everything is basically rebadged, but to such a level that it does feel like a fresh game. I've only played a few missions, but this might help out.
Graphics - totally revised color palette with a neon/Tron feeling.
Buildings - new structures unlike ones in FC3, so you're talking new skins, new builds, etc.
Vehicles - reskinned vehicles with same elements. ie - jeep is the same body, with a gun on the back, but reskinned with different guns
Character models - same base character models and styles (heavies, etc.) with same animations. Totally reskinned to look completely different than characters in FC3
Weapons - all new weapons, with all new equipping/reloading animations
Audio - all new sound track, new audio cues, new voices
Controls - same
Movement/ladders/ziplines - same (reskinned)
Combat/stealth/take downs - same animations and style
They did a great job at changing a few things that again make it feel markedly different than FC3. Leveling and skills are different than FC3, so you don't have the tree system. You don't have binoculars, instead you have your cyber-eye (which is awesome) which allows you to tag enemies.
So far this feels like an amazingly mod (if this was a PC game) that was really well thought out and executed. The voices and lines are ridiculous (and wonderful), as are the cut scenes. Even the menu screen was overhauled and looks very 80's. Phil LaMarr absolutely RULES as "Spider". His quotes are fantastic and get me chuckling.
