Unfortunately this is not true. Loud bass is just as destructive to the hearing mechanisms as higher frequencies even if it's not as noticeably painful. You don't notice it as much because your hearing is less audibly sensitive to low frequencies versus high frequencies. Don't kid yourself. With long-term exposure to loud sounds at virtually any frequency, you will pay the price in the form of hearing loss and/or tinnitus.
There is a difference in the damaging effect of low frequencies and high frequencies, but it isn't an infinte difference. Simply standing in a stiff breeze can pump your ears with some very strong bass, but I've never heard of someone damaging their ears that way.
