If you move your mouse over the picture to zoom in you will see that it is, indeed, a 20A outlet (look at the bottom metal ear). But I wasn't suggesting use of that outlet, just indicating that not ALL 20 outlets have the extra ears. The outlet wouldn't be completely useless though as even though it won't accept 20A plugs, it would obviously still have 20A available in case you plug in enough devices that would exceed 15A. As far as meeting code or not, I'm not sure it would actually be a problem because that outlet would not allow you to plug a 20A plug into it. A 15A outlet WITH the ears definitely wouldn't meet code because that would allow you to hook up something that requires a 20A circuit to a 15A circuit.
