It depends on what features you are most interested in for your needs. The features don't always line up the same in the under $300 price range, so you may sacrifice some and gain others. I just purchased the Harman Kardon AVR 2600 for $300. It has some features that the 1712 does not have (Video upconversion and Dolby volume for starters), but lacks in others such as no ARC, standby pass-through, and EZset/EQ rather than Audyssey Multieq. The Denon 1612 is cheaper and is currently available but its only 5.1 vs the 7.1 of the 1712. You could also check out the Pioneer VSX1022 which is normally under $300. However, it seems the reliability on their non elite models has been almost as bad as Onkyo lately. If you want to take the risk on Onkyo reliability, a refurbed TX-NR616 or TX-NR609 would be worth a look.
