Hasn't Mosley been out of the picture for years? All I remember is being really angry at him what feels like a long time ago for trying to ruin the sport. It seems like forever ago, is he still in some position of power? If not, there must be more to it - I don't know the evolution of the engine rule at all. But the implementation of a rule is different than the rule itself - nothing wrong with turbos, it's the crazy implementation that's the problem here.
IIRC now that you mention it, not long ago Bernie wanted to cancel the whole thing. I can't remember if that was before or after thought the sound would be okay, which was definitely before he thought the sound would suck.
Thinking it through more, it's basically a "hybrid" so focusing on the turbo aspect is misleading, and the sound issue is more rpm than turbo muffling. It's still a green move though, which is fine by me as long as the performance is there which would be the whole point - look at us, we're green and badass too
