There was PLENTY of warning AQ was planning a big attack.
The WH was warned constantly by the intelligence community.
This was documented in detail in the 9/11 Report.
It succeeded because
It was an all-or-nothing shot in the dark that succeeded spectacularly because it was so audacious and nobody was looking for it.
1. We forgot
AQ had targeted the Twin Towers in 1993 and almost brought down the North Tower.
2. We didn't allocate enough resources to find out the location or nature of the attack.
3. We botched internal communications between govt. agencies.
4. The top of the food chain thought the biggest threat to the U.S. was the Soviet Union (which no longer existed
5. According to the National Defense Advisor, no one at the WH had ever heard of the concept of "kamikaze."
