I'm planning to hook it up to my PC. I also live in Canada, so it may be harder for me to acquire certain speakers and amps.

Ouch, tight budget. If I were you I would be looking at powered monitors, maybe some used ones. I would give Ebay a close look, and, if you are near a city, craigslist too. Behringer, Mackie, KRK, M-Audio, Alesis, some brands to keep an eye open for. If you have patience you can also snag a great deal.

...that (or kijiji) is where you will find the best value for $200.
