Question about VLC

How do I go about setting VLC to display the highest resolution on my DVD but on a 4:3 screen and cropped, for example the highest resolution available centered and cropped to 1024x768 so there's no loss in quality or scaling

Not sure exactly what you are asking. A dvd only has one resolution, and that's what VLC will play. The video card does the scaling to whatever your output resolution is. And it won't display the content as 4x3 unless the dvd was authored in 4x3.

Like imagine opening an image in an image viewer, zooming in until the resolution is dot-fordot, notice how it maintains the original image, cropping any excess off of the sides

that's what i want in my video, so it isn't being scaled.

There are some command line options in VLC for cropping. I don't think there are any ways to do it with the GUI. Check the VLC site for those command options.

If your source is DVD and you don't crop or scale it it will be at most a 720X480 image. I doubt that's what you want. VLC is actually pretty flexible when it comes to scaling and zooming and cropping. The settings are just a right click away:
