Broadcasting over WIFI

I'm not sure you can accomplish what you are attempting, depending on how you define "simultaneously". If you mean to have all devices playing in sync, such that hearing multiple devices all sound as one, then you are unlikely to get there with dissimilar devices. Wifi will also be an issue.

The only devices that I am aware of that allow synchronized audio are Airplay devices and Sonos. Neither use wifi. It is possible to do this with wifi, but only if you use multicast, and I don't know of any devices that support multicast (VLC probably does). Even with multicast, each device would need to maintain the same amount of data in its buffer in order to stay in sync.

If you don't need all devices to stay in sync, then you could look for software that supports the SIP and RTP internet protocols.

Hi Asif, AirPlay is an Apple wireless protocol for sending audio and video to Apple devices. Some non-Apple devices, mostly AVRs, also support Airplay, primarily to be able to stream content coming from the AVR, like your music library or Internet radio, to your iPhone or iPad. It would work if you limited your network to Apple or other Airplay devices.

Sonos is a proprietary wireless HiFi system. If you are looking for something inexpensive, this isn't it.

Airmusic can be used on iOS devices (iPhone/iPad/iPod Touch), and streams through DLNA. Same would be with the Samsung.

Only way, would be that the users connect to the devices. With iOS, it would have to be done through iTunes, if they want to connect multiple devices to the same media file. Their best bet if video, would be just to have the video on something like Youtube as a private share, using VLC on the devices, or even play off of Dropbox.com if the user is offsite and not connected to the LAN, which would work for both video & audio.

Not that hard to do, if you just try not to make something harder than it should be. Also, there is no way that every user is going to sit there watching the whole loop, or listening to it the whole time, most will just stop it and go on their way, doing something else.
