I know the Procurve 1410G is silent I own one but its also a 250$ switch not sure he wants to spend that much.

I have the ZyXEL GS1100-16 in my rack - $65, 16-port gigabit.

I just bought this exact one when Newegg had it for $55. So far so good. Does what it's supposed to do and no issued. I don't use the rack mount, but it came with the brackets (which I didn't attach).

about a year ago. It has been rock solid for me.

 

(They seem(ed) to go on sale fairly often. I got mine for about $100.)
