Denon 1612 AVR No Audio via TV Speakers on ARC

I have the Denon 1612 AVR with standby passthrough function which works fine and I'm able to get audio on through the tv(Panasonic st50) speakers. However when I power the avr on, I get no audio through the tv speakers. I have enabled hdmi cec on the receiver and viera link on my panasonic st50. Anyone have any idea why this is? I don't have the 5.1 speakers yet, but I want to be able to use the tv speakers in conjunction with the 5.1 setup. I don't want to use optical because I want to be able to turn on/off the tv and the receiver at the same time with hdmi link.
