What amp or receiver to use with record player?

First of all, she needs a receiver with a good phono stage. HK has nice stereo receivers with phono inputs.

She might have to increase her budget, unless she finds a receiver/speakers used.

Or if she can find a cheap phono stage pre-amp to plug between the tt and the computer.

Did your sister buy a new turntable or something used? If it's new it may have a phono pre-amp built in. If it has a USB port for connecting to PC then it definitely has one. If so, you don't need a receiver with a phono input or external pre-map.

If it doesn't have a phono pre-amp bultin then that may be her problem. Getting a external pre-amp like the one 4DHD linked may be all she needs to hear her records at a normal volume using her computer speakers.

That is the problem, low volume. So there must not be a phono stage now. But that external phono amp should do the trick.

It would really help the forum if you stated what brand and model number of turntable you are requesting help with. As with most things in life, there are hundreds of variables to be considered when attempting to answer a question about a product. One cannot just say "record player". So help the forum avoid playing 20 questions and tell us what you have. Then, you will most likely get your answer in one reply.
