Hi, I am in Madison. I had a service call from a particularly knowledgeable Charter guy last week. He said that Madison is the "flagship" for Charter, and whatever new technologies Charter pursues, they always roll it out in this market first. I didn't ask him specifically about Netflix Open Connect. I guess that the "not configured for Super HD" message I see tells the truth, the whole truth, and nothing but the truth, and nobody on Charter has Super HD. But perhaps someone else can confirm.
The internet service in Madison is quite good, the cable guy says best in country. Maybe you were just seeing effects of superior bandwidth? (I ragged on him a bit about creaky TV & DVR software/services, and he said Charter has focused exclusively on improving their internet business the last few years, and have indeed neglected the video end. They did have a flirtation with TIVO last year, but that initiative crumbled.)
