Why Are There no Surveillance DVRs that also can be used as a primary TV DVR?

It seems like it should be a natural fit to add in TV DVR functionality to a standalone security DVR system. If these products exist then my apologies and if anyone knows of any products that can do dual duty as a trouble free, security DVR and free TV DVR, please post the links? Thanks.

Also, as of 2013, what are some of the best and free or low cost standalone DVR solutions?

CCTV recorders are a completely different animal.
First off, most only have NTSC composite inputs. 2nd, the newer ones are IP capable. None have TV tuners built it, that is not their purpose. Besides, that last thing company would want is an employee watching a TV program instead of the cameras themselves. wink.gif
