I may get this...

The second option to be able to angle my center speaker up. Should be good enough?

My set up is below. I was hoping to put the center speaker at the top level of the stand but I realized that mounting the TV would make it too high given the short viewing distance. I figure if it's going to be at the second level after some re arranging that I will need to angle it up.

They should work if you know 4 degrees will be the ideal angle to point the drivers at your listing position. A slightly more flexible (and more expensive) option is to buy a package of Auralex MoPads, which have a 4° wedge and two smaller 2° shims.

Go for it, if they need a bit more angle, find something to add additional elevation.

I've got a set of four MoPads and they're fine, ... the foam shown would work just as well.

I think these may work well for you because the tilt angle is adjustable

I own a pair and am very happy with the results. they are substantially thicker thicker than the Auralex alternative

Edit: there is a special for the raisers. http://www.nextacoustics.com/mofo-rizer-sample-kit/
