Charter Communications Newtown Connecticut Clear QAM missing channels

I have a Hauppauge HVR-2250 in my PC and I have been having trouble for the past week or two recording and tuning the Clear QAM stations.
I am using Sage TV Version 7 with Windows 7 Home Premium
I also tried a new channel scan (Just in case the channel I want moved)
I have Charter Communications as my cable provider
Is anyone else in the Newtown Connecticut having a similar issue? or is this a global Charter cable problem? or just a Cable Co. problem in general

The only Channel that I want is FOX-HD and the analog (What is left of them) seem to come in clear so I don't think it is a signal problem and I can get a couple of Clear QAM but not FOX-HD anymore

PS:
I tried calling charter and the idiot thought I was asking how to steal cable and that I now need a box for every TV or a cablecard device

I also tried the QAM tuner in my TV and it found 51 Analog and 51 Digital and I looked through all of the channels and I am getting Fox 5 WNYW New York in 720P like it is broadcast but the one I want Fox 61 WTIC Hartford-New Haven is now in only 480i and it used to be 80-0-1 but that is now gone
Fox WNYW also moved from 78-0-3 to 13-0-3
I guess both the Fox affiliates play mostly the same programming so it is no big loss as I only record Animation Domination on Sunday
I just hope that WNYW does not also go to 480i or totally disappear

I guess I have to reconfigure SageTV now (Which is a PITA to do)
Hopefully the tuner card will find 13-0-3 (Fox WNYW) as when I did a scan last night it did not find it

So is anyone in the Newtown.CT area experiencing the same problems?

Do you have video service on your account? Or Internet only?

Yes my account has Video Phone and Internet the Triple play as cable calls it

Charter is in the process of going all digital. Once that happens all channels will be encrypted and require a cable card or a set-top box. I know the whole Texas system went all digital last month. Your market has probably started making that progression. CEO and Charter Headquarters now in Conn. so that would make sense. So person you talked with over the phone was giving you solid advice and not just a DA.

ClearQAM is dead because of "rampant cable theft" as compnies presented it to the FCC. Even though, you may not think you are stealing, but if you are only paying for x number of TV's hooked up (usually the number of boxes you rent) and you connect more devices, you are stealing.

CableCard rental fee includes 6 streams.
