The cat 5 e into each room

Your description and pictures are hard to follow...

The patch panel in the closet would seem to be where an Ethernet switch or router was placed. Is there a power plug in that closet as well (seems to be one on the right edge of the picture).

The loose cat5e wires you're holding were at one point punched down - where do they all go?

You'll need to pull the volume control and see what speakers are attached to each one. I suspect all the outdoor speakers may be looped through one of those. The four living room speakers are likely intended to connect directly (no volume control). Use a 9V battery (or hook up a receiver) to tone out each pair of speaker wires, label them, and then you can post a diagram of the actual layout. Same for the cat5e wires - we need to know where both ends are...

I am trying to figure out what the old homeowner was trying todo , there also are some starts to a lutron system but never finished Aswell , I have my local savant dealer coming out next week but the programming is what costs so damn much I have a lot of equipment from my last home the new owners said it was too complicated the only thing they keep was the whole home audio amp and savant docks

The six cat5e cables going from the TV location to the media closet rack were probably for HDMI-over-cat5e extenders plus anything else he wanted to do. There was probably equipment in the rack, including a cat5e patch panel, which were removed.
