I have this same issue. Along with a couple other areas of the Home screens that didn't work so I contact support. WOW. Terrible level of support, btw. They told me to go to places on the Xbox that didn't exist, and when I told them they insisted I was doing something wrong. Finally, I asked where I was ultimately going (Restore to Factory Defaults) and I was able to find it on my own. However, I didn't want to lose everything, so since they seemed to have no idea what they were doing, I said I'd prefer not to erase all my data. They assured me it wouldn't, but the screen that popped up said it definitely would. Anyway, from someone who worked for a couple years on support, this was absolutely terrible. I gave them the error codes, including the one from the message you are seeing, and they said they would get back to me in 2-3 hours. Well, 12 hours later I haven't heard anything but I'm not too surprised after all that. I'll let you know if they ever get back to me.
Overall, I'm sort of disappointed in the Xbox. I bought both the PS4 and the Xbox, and I was actually pretty excited for all the non-gaming things it could do. However, at this point, the Home screens seem very buggy, and while I like the look and feel of the Xbox screens more than the PS4, the PS4 is much smoother and quicker to navigate through than the Xbox. Other than the errors I was getting in a couple places, the voice commands are also not very good. At first, they seemed great, then all of a sudden, it seemed like the Kinect stopped listening to me and I couldn't even get it to acknowledge I had said Xbox. Finally, I muted the TV and tried 20-25 times to say Xbox turn off, but every single time it heard Xbox pause. I finally gave up (after raising my voice a bit each time until I was yelling at my Xbox and over-pronouncing words) and manually shut it down.
To be fair, I don't love the PS4 either, however I feel like video games were what PS4 really stood for and they have done that for me very successfully, while the Xbox was supposed to be the "all-in-one" device, and they haven't really done even any one particular thing outside of video games that well so far. There are some things I like about it, and maybe with software updates and a learning curve it'll get better, I just wanted to share my frustration, especially with the (lack of) support experience I had last night as well.
