The bass part of the spectrum is sub-divided and includes mid-bass and upper-bass. High frequencies are a different part of the spectrum. This diagram gives you a rough idea (scroll to the bottom of the pic to see the ranges).

I have a mild hearing loss around the 3k to 8k so that would be the high frequency right?

According to the diagram, that would be in the "high mids" to lower "high frequency" ranges.

That is strange mine usually hisses or hums but hardly rings and its not loud.

I don't get it. There's nothing strange about tinnitus that hisses or hums, or that isn't very loud, or that isn't in the same 3,000-8,000Hz range as your hearing loss.

Well I heard that the severity depends on what frequency is damaged. I guess that's not so.
