I'm sorry that you had issues with the Corsair CX430. I stand by my initial recommendation that the fan is as close to silent as I think you can get, without having a passive PSU.
I currently have that exact PSU (and it's not the CX430M) in my HTPC, I have another currently in a tower, and have used it a few times for various budget builds, and have never thought them to be anything but Quiet!
The noise you state, "Ticking" seems that there is something wrong with the fan in the unit. Occasionally products sometimes slip through quality control cracks.
Another possibility is the case. There may be some vibration causing wires to bounce against the steel/aluminum, or possibly another reason.
I did have to RMA the 1st CX430 I bought back to NewEgg, as I wasn't perfectly happy with the 3.5v rail, and unfortunately I had to pay $15 to ship it back, but that didn't prevent me from buying additional ones in the future.
