Hmm, I have played through the game (to this point) about 4 times and never felt I couldn't go further.
By the time I hit my last fort, I was almost fully upgraded without even thinking about it.
In fact, as soon as I was able to upgrade my ship, I stopped playing the missions until I had a strong ship.
Here are some tips that may help...
Play the Kenway's Fleet minigame, even better if you have a tablet so it can be done away from the console.
This will up your $ which some of the upgrades demand.
The more ships you plunder, the more you can add to your fleet, which increases the payout.
Concentrate on each upgrade. If you want to upgrade your mortars or hull, find out what ingredients you need and use the spy glass to find relevant ships. Don't waste your time on ships with rum & sugar if you need metal and wood.
As your ships strengthen, take on the tougher ships in the southern part of the maps.
Man O Wars are tough at first but reap huge loot.
Don't ever reduce your wanted level, Hunter ships are like free grocery stores that come to you!
To change the topic slightly, I just completed my 2nd Legendary Ship battle, the Twins (Black and White ships)
I am telling you, these battles are some of my favorite boss battles of all time.
Both times I have won with a sliver of health left.
