Looking for Home Theater expert in the Washington DC metro area

I am in the Washington DC metro area ( Ashburn / Sterling in Northern Virginia)

I am in the process of getting the basement finished.
Getting a theater room primarily for watching movies and sports on a screen.
The theater room dimensions are 13 X 26. Will use a projector. No window or light issues.
None of the equipment is ready except the receiver (Pioneer SC-1522-K) and am in the process of researching speakers.

Hired a local contractor to finish the basement and HT room. They don't have special expertise in design/building a HT and I don't have the budget to hire a special Home Theater contractor.

Am looking for somebody who can tell me the do's and dont's while wiring for speakers, placement of speakers, sound proofing, lighting etc.,
Are there any fellow AVS members that are in the DC area that I can pay by the hour to get some advice?

and called few numbers but did not have much luck

I'll post pics of the basement plan.

Finally got off my a$$ and responded to Pilla. I was on a mental holiday. Posting on threads is relaxing, answering the slew of PMs I get is work. I rarely get past the dedicated theater threads and wander over here to the general rooms.
