Absolutely they should be able to test as much as they want. There are enough teams prepared to spend money, and the poorer teams are a non-factor whether there's testing or not.
Supposedly, the idea behind simulators was to reduce the costs associated with on-track testing.
However, we have seen situations where some new-fangled part that looks good on a simulator, in fact, turns out not
to work well in the real world.Think
of the money spent on something that didn't work....it can't be peanuts.
What F1 will do about this?
It seems to me it is something they should think about re-visiting soon.
