I just looked up the Radeon 4250 specs and just as i suspected, it's HDMI output is not listed as being HDCP compliant, while the DVI output is HDCP compliant. Your old Olevia TV was probably before HDCP became a thing which would explain why it works via the Radeon's HDMI, when the more modern TVs do not.
The DVI-to-HDMI cable should provide a picture (but of course some sort of audio cable will have to be connected separately if you also want audio).
