AFAIK, viewers in the Monterey-Salinas DMA can only receive the LA ABC affiliate in HD. It's due to one of those goofy regs described by Patrick - as long as there is a local affiliate, you cannot receive an out of market station for that network. Since we have local NBC,CBS, and Fox affiliates, you won't be able to receive the LA stations for these networks via D*.
However, there are 2 ways to get around this:
1) Write (or have D* contact) the local station asking for a waiver so that you can receive the out of market station. Typically these waiver requests are refused by the local station.
2) Have an engineer conduct a signal test which verifies that you cannot receive the local channel via an antenna. In this case the local affiliate is supposed to grant permission for you to receive the out of market channel.
EDIT: I just realized that option 2 is not available to viewers in the Monterey-Salinas DMA. This is due to the fact that D* provides SD versions of the local channels, so all subscribers in this DMA are able to receive locals via D*. The law does not differentiate between SD and HD, so the fact that D* does not provide HD locals is immaterial.
