Quite honestly there has been more than one occasion where I remember fondly back to analog only days. While for some channels there were some quality issues due to transmission losses there were several that were very good, and being analog did not suffer from mpeg2 compression artifacts. Once the digital transition started I believe at some point Cox just started generating analog versions from SD digital sources at which point the analog channels could not possibly be better than the SD digital versions.
Satellite certainly has the upper hand now with regards to quality and they have H.264 encoding/decoding well under way which means much more efficient use of their bandwidth compared to mpeg2, not to mentioned that they also don't have analog channels hogging bandwidth as well.
Cox could free up a tremendous amount of bandwidth by speeding up the removal of analog channels, but I fear that the gained bandwidth would not be used to improve quality of existing channels, but rather used to add more marginal quality channels.
