The #3038 is made SPECIFICALLY for the #3010 Stealthtenna. I used the 3010 without the amp when I first set up my Stealthtenna, and was not able to get a signal on WETA from Eldersburg MD, but when I installed the amp I now get it around 75.
I have my antenna pointed at 175 degrees and get all Baltimore digital(2/11/13/22/24/45/54/66), all Washington digital (4/5/7/9/26/50), and even WGAL-DT (8) from Lancaster rock solid without having to use the rotator.
I'm sure you could try a different amplifier, but why? See if Lowes carries it, and if not, I'm pretty sure that Stark has a good return policy.
