My service could not be installed because when the Charter tech came to my home he stated that the line was old and dead (no tone) from pedestal. I'm at a rental property, besides contacting the owner is there anything you recommmend that I do to help the process along? I do know that now Charter is using a specific type of cable line in new runs to a home ? (Orange in color?) Should I ask the contractor that comes if he has the correct type of cable for the job?

We are here to help so no problem with the questions.
Equipment varies by area, but yes the SB5101U and SB6120 are devices that we lease and support with approved versions of firmware for use on our network. That being said, the SB5101U or any other DOCSIS 2.0 modem would be all that you need and you wouldn't see any benefit in having a DOCSIS 3.0 modem.
If you want to future proof your service, it may not be a bad idea to purchase a DOCSIS 3.0 modem. As the network gets upgraded support for DOCSIS 2.0 devices may become limited.
You may want to consider leasing your modem to start with and then proceeding from there. Leasing has it's advantages, as the modem is covered should it become defective or obsolete.
