Did he see it without slo-mo? Generally speaking, how it looks in slo-mo is irrelevant, because people don't watch it that way. Please connect cable directly to your TV, scan for the QAM channels, and report back on how that looks. If the cable tech did not do this test, shame on him.
Nobody has contacted us to report the audio problem you described. I watch the channel frequently at home, and never hear it do that. Are you using just the TV speakers, or an external audio system? If external, are you using an audio feed from the cable box, or the TV? Analog or digital? Coax digital or optical digital? Do you use any audio enhancements in the TV or external system?

The answer is right there somewhere. At the moment, my best guess is some sort of interaction between the signal processing in the cable box, and the signal processing in your TV (such as scaling to different resolutions or frame rates).
