WVUE's main channel looks just fine with their sub channel, but when FOX programming is running, the FOX splicer gives the FOX feed absolute priority. It's like that on all FOX affiliates.
WDSU's and WNOL's main channels look good too, and it is they who control which multiplexed channel gets priority of the bandwidth. Visual evidence suggests that they are giving their main channels the bandwidth priority they deserve. (Their sub channels, and WVUE's as well, look a bit bandwidth-starved, which is as it should be!
Starve the subs, not the main!)
If WWL gives their main channel the same sort of priority over the bandwidth that WDSU, WNOL, and WVUE do, there shouldn't be a problem.
The "problem" channels locally are the two PBS affiliates: WYES and WLAE, and the Ion affiliate, WPXL. Each of these three channels has clear evidence of bandwidth starvation on their main
channel, due to running too many subs.
