What's this whole audio static thing about? Is it just random noise, or is it somthing that comes and goes? is it on KTTC analog? if it is, I'll check what KTTC on cable sounds like.
Lurkers and non-participators. I get KAAL-DT on occasion, but it's only been once or twice that KSTP-DT hasn't also been coming in at the same time (great atmospheric conditions benefit all players) and when given the choice, I'll take HD or upconverted SD to pure 480i, post-microwave SD like KAAL-DT has. I've locked onto WXOW-DT exactly once, and it didn't last. Those who get KAAL-DT report no problems getting WXOW-DT, but KSTP-DT is hard for them, too.
I don't know about analog - I can't reliably test it since I have a UHF-only antenna, and lots of local RF noise. It shows up as multicolored sparklies moving through the picture. I get a decent enough picture, but I'll never be able to tell if the analog static was due to my UHF-only antenna, the RF interference, or something KTTC is doing.
On digital, it is there all the time on KTTC-DT 10.1. I'd say it's background static, but it distorts speech and things like that in the matrixed pro-logic mix. Since the speech is primarily in the center channel with ProLogic enabled, and since the static isn't even in both channels, the decoder interprets it as stereo effects. Thus, speech is clean most of the time because it is even in both channels which the decoder interprets as center front. But even during those moments, there's enough speech in the left and right channels to make it obvious that the static/distortion is there. Music, which tends to be more multichannel, would show it clearly.
