I'll post the raw captures a little later after I've had a chance to pick through them.
First glance at WAOE-DT shows some things wrong with it but nothing that should cause a complete freak-out of receivers like has been reported here.
1) Using PIDs 0x0011 and 0x0014 for the first stream, when they should be using 0x0031/0x0034 or higher.
2) Audio is at 512 kbps, whereas even Fox's DD5.1 is only 448 kbps.
3) There's a Conditional Access Table entry, most often used when a station scrambles something. However, this one... doesn't seem to be doing anything. I don't see any evidence that it's actually blocking anything, it's just sort of there.
Unless that CAT sitting there is a problem, I don't see anything fatally wrong with it.
