I don't know if "moved off" is the right term.. There is not enough capacity on 24 to carry both an HD ABC and an HD FOX stream without doing some recompression. It's likely that the costs of the hardware to do that are not palatable to the WWCP/WATM construct, so one would assume there is a low chance of channel 24 carrying both in HD. But, there's no harm in leaving the FOX-SD feed on channel 24 there, other than it's not in HD format.
The best prospects of FOX HD OTA in State College proper probably hinge on the conversion of the WWCP translator here to -DT. But, they're on a high frequency (59 as I recall) so not only will they have to convert the transmitter, but the FCC will also have to assign them a new frequency below 50, since freqs above 50 or so are being auctioned as PCS freqs at the end of the DTV transition.
Cable subscribers will have to hope that Adelphia comes up with a way to get FOX-HD to their headend. Those of us who get it OTA will still be left out, but at least the cableco will have it.
