Comcast could add WB whenever they wanted to. They have an agreement with Hearst to carry the channel (presumably, since KCRA is up), but have chosen to wait for more content. As for CBS...all I can say is good luck. Do a search for Sinclair and Comcast here at AVS, and you will get a very clear idea on KOVR's chances of being on Comcast any time soon.
Thought I would email comcast to get their comments on this and here is their generic reply:

-the negotiation and contract process required to obtain the rights to

-the relatively low number of subscribers (currently only a small
minority of customers have high definition compatible television sets)
