So, which is it? Are you using a converter box, a converter box with your ATI card, or just the ATI card?
If there is a converter box in the mix, then you have not been watching HD. You have been watching a digital signal converted to analog, that is what the converter box does. From looking at a photo of the card, it appears there is only one connection and the device automatically determines what signal it is getting. With the converter box, it is seeing an analog signal. Without the converter box, it shouldbe seeing the digital signal, HD and SD. Either way, you probably need to rescan.
Also, some stations may be on lower power until they put the finishing touches on things, that is what some are doing here (North Carolina) this weekend.
And, receiving digital signals does not mean HD. For example, none of the sub-channels are HD, but they are all digital.
One more thing, AFAIK it's not HDTV1. The 1 simply designates a footnote in the documentation related to using your ZIP Code with antenna.org to determine your coverage area.
