AFAIK, local HD doesn't have to be made avaiable in a lifeline subscription. Cable modem frequencies vary by operator, but downstream (data coming to you) is generally above the spectrum used for TV (analog and digital) and upstream falls below. So, it's pretty easy to design a notch filter that takes out the bulk of the cable channels (above 50Mhz and below, say, 600 Mhz). If you can PM AntAltMike, he can give you more specifics since that's his line of business.
What I'm saying is that you may not know if you can still get the in-the-clear QAM channels with broadcast basic until they put in the traps (if they do).PrimeMover..
For you, I'd bet on a roof mount combo. Might could do with a Silver Sensor, but WDIV-DT could be an issue.
