As I had expected, this did not go as planned.
After reconnecting the RNG110 it did reset, but still none of the local HD broadcast channels were enabled.
As with all the other HD channels, a message appears that says a subscription to HDTV service is required.
I called again and clearly explained that I just wanted to view the local HD Broadcast channels of the same stations that still are available via clear QAM when connected directly to the cable outlet without using any Comcast Cablebox or Digital Adaptor.
The CSR I was connected to this time assured me that the RNG110 IS a compatable device for HDTV, but to enable ANY HD viewing a HDTV surcharge would need to be applied.
At this point, I asked if I could be connected to someone that could arrange to have my mothers Comcast service disconnected and that we were fed up with them.
After putting my mother on the phone to authorize the disconnect request, I was connected to someone in the billing department.
I was asked why we wanted to disconnect the service and explained the problem again in detail.
I was asked to try channel 191 (Discovery HD... a HD subscription channel that my mother is NOT subscribed to) and after I did, I told this CSR that a message said that a subscription to HDTV service is required on that channel.
I continued to explain that the message is correct, but we JUST want to have the local HD broadcast channels enabled.
As I was telling her this, I also tried channel 231 WXYZ ABC HD (one of the local HD broadcast channels).
The CSR asked me to try channel 191 again.
NOW IT WORKED! (again... this is a HD subscription channel that my mother is NOT subscribed to).
I again tried channel 231 WXYZ ABC HD and the other local HD broadcast channels... they all work!!!
Whatever change the CSR made to enable the HD channels, it DID NOT involve the RNG110 resetting, and none of the indicator lights on it flashed or changed when the "magic switch" was applied... it literally only took a couple seconds!!!
I then asked (clearly) if there will be any additional charges to my mothers bill, and the CSR said "no".
I thanked the CSR for the help and said goodbye.
Upon further investigation, my mother now gets the HD channels below:
ALL "Limited Basic HD" & "Digital Starter HD" channels, plus the NFL Network HD, National Geographic HD, Science Channel HD & BIO HD.
I suspect that this end-result was only done because we were going to cancel Comcast.
"Time will tell" if these channels stay working and/or if additional charges show up on future billing or not.
Since I now have confirmed the RNG110 CAN display "HD Broadcast" (local) AND "HD channels" (subscription), I FINALLY found the answer to my initial question below!!!

On the back of the "Channel Lineup Card" for Eastpointe
(in the small print at the bottom) note #4 states the below:HD Broadcast channels are available on Basic Service with HDTV equipment.Though it is still unknown IF you can get a CSR that is able to ONLY enable the local "HD Broadcast" channels WITHOUT enabling the other subscription "HD channels" or if there is any way it can even be done.
