Ok, I'll bite what's that?
Discrete Power On and Power Off simply means that it has a separate mechanism for powering it on and powering it off.
Most units today only have a power button (toggle on/off) and same with the remote. That the power signal for the remote is a toggle. This would not allow a discrete power on/off.
That being said most TVs do have Discrete Power on and Power off capabilities if you use a programmable remote and know the codes.
All of my equipment only have Power Toggles on the devices themselves. Most of the remotes only have power toggles (my Denon Receiver being an acception.) All of my equipment support discrete power on and power off when programmed into a fully programmable remote (i.e. 'JP1' style remote.)
