Not necessarily. It depends on how your provider gets the signal to retransmit to you.
DirecTV gets some signals with a regular OTA antenna, to uplink to their satellite center and retransmit it to their subscribers. But some stations send their signal to DirecTV and other pay providers via fiber.
For example, KNWA sends their signal to DirecTV via fiber optic cable from KNWA's switching center at KARK in LR. Since KFTA is also controlled in that same facility in LR, they may also send their signal to DirecTV via fiber. I don't know. Anyway, if that's the case, it's possible that OTA viewers might see HD while sat viewers only got SD, if there was a problem affecting only the fiber feed.
