At least for the superbowl since it is a big event the WCJB HD signal should be stable for the entire game. The signal was stable during all the college bowl games that ABC aired in HD.
WCJB is no longer "testing their signal" in the conventional sense. They are fully operating WCJB-DT at lower than authorized power, primarily for cost savings. Of the three Gainesville digital signals, only WUFT is currently broadcasting at full power. It is unlikely that WCJB and WGFL will begin broadcasting at full power until the date mandated by the FCC for full digital conversion.
As to the signal strength issue, this is most likely multipath interference. Increasing power might help, but not totally alleviate the problem. Multipath issues can be intermittent or much more consistent depending on weather and your specific location.
Do not expect anything to change for the Superbowl. WCJB is televising the game in HD, but WCJB knows that only a small percentage of viewers currently own HD televisons. They know that a vast majority of viewers will watch the game in standard definition.
It also seems increasingly unlikely that WCJB-DT will be added to the Cox digital tier any time in the near future. WCJB wants compensation (cash) from Cox for retransmission of their digital signal. Cox has taken the position in other markets that they will not pay broadcasters cash but rather offer other types of compensation for retransmission rights.
