Since I shoot in 25P, convert to 29,97 is not an option. But 23,976 is.

I use TmepgEnc4XP to convert TS stream with HD content to mpg files.
I try to keep as close to the original as possible.
I then use the Womble Mpeg Video wizard DVD to make my own HD DVDs.
The Video wizard has an option to make DVDs with a nonstandard format. So you can make vob-files in your VIDEO_TS map with bitrates of 30000

My Toshiba HD-EP10 reads this as regular DVD but you still have the high bitrates.
And I always use 25 fps. If I use 23,976 the picture does not flow.

i have a 720p file with dts sound that is in avi and wmv that i want to put onto a disc

AVS4You works VERY well for WMV to MPEG2. I can't speak for the sound, though.
